FCRA Bill May Return in Parliament Next Week; Centre Likely to Tighten Foreign Fund Monitoring

ଆସନ୍ତା ସପ୍ତାହରେ ଆସିପାରେ FCRA ବିଲ୍। Foreign Contribution Regulation Act-FCRA-୨୦୧୦କୁ ପୁଣି ଥରେ ସଂସଦରେ ଆଣିପାରନ୍ତି କେନ୍ଦ୍ର ସରକାର। ଗତ ବଜେଟ୍ ଅଧିବେଶନରେ ଏହାକୁ କେନ୍ଦ୍ର ସରକାର ଆଣିବାକୁ ଚେଷ୍ଟା କରି ବି ପଛଘୁଞ୍ଚା ଦେଇଥିଲେ। ହେଲେ ଆସନ୍ତା ସପ୍ତାହ ଏହାକୁ ପୁଣି ଥରେ ଆଣିବାକୁ ଯୋଜନା କରାଯାଉଛି। ଭାରତକୁ ବିଦେଶରୁ ଆସୁଥିବା ସବୁ ଟଙ୍କା ଉପରେ ନଜର ରହିବ। ଯେଭଳି ଦେଶ ବିରୋଧୀ କାମରେ ଏସବୁ ଟଙ୍କା ବ୍ୟବହାର ନହେବ ସେଥିପାଇଁ ନଜର ରଖାଯିବ। ଅନେକ ସମୟରେ ଦେଶ ବିରୋଧୀ କାର୍ଯ୍ୟ ଓ ବିଭିନ୍ନ ହାୱାଲା ମାଧ୍ୟମରେ ଟଙ୍କା ଆସିବା ନେଇ ଅଭିଯୋଗ ଥିଲା। ଯଦି, ଏହି ବିଲ୍ ଆସେ ଏଥିରେ ଅନେକ ସୁଧାର ଆସିବା ଅନୁମାନ କରାଯାଉଛି। ବିଶେଷ ଭାବେ ବିଦେଶୀ ଅର୍ଥର ସ୍ୱଚ୍ଛତା ଓ ଏହାପଛର ଉତ୍ତରଦାୟୀ କିଏ? ଯାହା FCRA ଆଇନ ରହିଛି ସେ ଅନୁଯାୟୀ ବ୍ୟବହାର ହେଉଛି ନା ନାହିଁ ତା ଉପରେ ନଜର ରଖାଯିବା ସହ ଦେଶର ସୁରକ୍ଷା, ସାର୍ବଭୌମତ୍ୱ ଓ ଜାତୀୟ ସ୍ୱାର୍ଥକୁ ସୁରକ୍ଷା ଦେବାକୁ ବ୍ୟବସ୍ଥା ହୋଇପାରେ।

The Central Government may reintroduce the Foreign Contribution Regulation Act (FCRA), 2010, in Parliament next week after stepping back from its attempt to bring the legislation during the previous Budget Session. The proposed move is aimed at strengthening monitoring of foreign funds coming into India and ensuring that such money is not used for activities against the country. The proposed Bill is expected to focus on greater transparency and accountability in foreign contributions, compliance with FCRA provisions, and measures to safeguard national security, sovereignty and national interest. The move comes amid allegations of foreign funds being routed through hawala channels for unlawful activities.
